An out-of-state contractor has to register with Louisiana before it can legally work here. When a Texas industrial firm files a Louisiana registration and names a registered agent in Lafayette or Abbeville, that is a bid signal — often six to eighteen months before any award is public.
Wetland fill and dredging require Army Corps public notices. Air and discharge permits run through Louisiana DEQ. Coastal use permits run through the state. Each filing names engineers and contractors — the primes you would be subbing to.
Zoning, road, and utility votes happen in public meetings with published agendas and minutes. It is the least-watched and most reliable schedule indicator available.

Entity in good standing, annual report current, licenses and contractor classifications active for the work you are claiming.
Insurance limits and bonding capacity that match the contract size you want. Documented safety record — EMR and OSHA history get asked for early.
Named references on comparable scope, and honest capacity numbers. Overstating capacity is the fastest way off a list you worked a year to get on.
